A review of changes in Canadian immigration policy since 1867 is presented, and the factors that led to those changes are discussed. The authors distinguish three main phases: an initial period in which immigration was encouraged, followed by a period of restrictions on immigration, and a final phase reflecting Canada's economic growth and the elimination of discrimination with regard to immigrants.
