A training program organized for health agents to direct family planning education and services in the field forms an essential part of the personnel training project. Agents are responsible for explaining the advantages of spacing births, describing Rwanda's demographic policy, and informing, educating, and motivating the population in the domain of family planning. ONAPU equally trains personnel in its Office and in the Ministry of Public Health and Social Affairs, disciplines which are related to the activities and objectives of ONAPU. Since 1981, demographers from ONAPU have participated in training seminars in several African countries, as well as overseas. In many of these seminars, the demographers have received advanced training in population demography and sociodemographic problems. Despite significant progress in population demography training and field work, there remains room for improvement. To insure ongoing support ONAPU needs to begin extending its activities to the entire country and reinforcing its collaborative efforts between Rwanda and the various international aid organizations presently working with its Office including the Agency for International Development (USAID), the World Bank, the International Federation of Family Planning.
