The author examines immigration in France in the context of the establishment of a closer European economic union and the concomitant free circulation of labor among the countries of the European Community. The number of migrants in each country before new labor migration regulations were implemented is first described. The author then examines how the new Community rules are supposed to govern migration. Finally, he attempts to forecast how international labor flows within the Community might be affected by these changes.
