Critique de l'utilisation des media legers dans le Tiers Monde.

Résumé

The programs diffused by the mass media are not adapted to rural populations; they have the disadvantage of a cultural domination as they diffuse urban, occidental values. Light medias are flexible, inexpensive, easy to use, and as such more adapted to the budget and to the lack of qualified personnel in the developing countries. Their diffusion is limited to small geographical areas, they can use local languages and thus adapt themselves to the ethnic and linguistic differences in each country. The light media are very suitable for nonformal education in rural areas. Light medias are good tools for dialogue and allow the population to react and hold group discussions. Light medias make community intervention possible, allowing the peasants to take part in the production of documents concerning their life conditions. This starts the process of critical autoobservation and when possible, a dialogue between the population and the administration. Unfortunately, the light media equipment tends to be built by specialists who fail to consult the populations. International experts and foreign technicians are in charge of designing and production. However the collaboration of the peasants to the audio-visual production can be considered, as shown by the example of Guatemala. An other problem is the technological dependence. The lack of qualified national personnel in electronics makes it necessary to use the services of foreign specialists. Despite these limitations, light medias help social change in a long term, and the progressive exploration of the possibilities offered by the light medias will continue.
